Mission Karmayogi

The Union Cabinet approved the National Programme for Civil Services Capacity Building on 2 September 2020, with an institutional framework of a Prime Minister's Public Human Resources Council, a Capacity Building Commission, a special purpose vehicle to own and operate the online training platform, and a Coordination Unit headed by the Cabinet Secretary. It set aside ₹510.86 crore over five years, 2020-21 to 2024-25, to cover around 46 lakh Central employees, partly funded by multilateral assistance of USD 50 million. By March 2021 the digital learning platform was functional in a pre-production (experimental) stage. The Capacity Building Commission was set up in 2021 and the Karmayogi Bharat SPV in 2022.

The Prime Minister launched the first Karmayogi Saptah, a National Learning Week for civil servants, on 19 October 2024; it ran until 27 October. During the week the platform recorded 45.6 lakh course enrolments, 32.6 lakh completions and more than 38 lakh learning hours, and 4.3 lakh participants spent at least four hours learning. On 21 May 2025 the platform crossed 1 crore registered users, over 60% of them from the States and UTs. DoPT, the Capacity Building Commission and Karmayogi Bharat then organised Sādhana Saptah, another learning week, from 2 to 8 April 2026.

Karmayogi Bharat, a not-for-profit company under Section 8 of the Companies Act, 2013, owns and operates the iGOT Karmayogi platform, which offers courses in domain, functional and behavioural competencies. The Capacity Building Commission helps ministries, departments and organisations formulate and implement their capacity building plans, and was set up to assist the Prime Minister's Public Human Resources Council in approving annual capacity building plans. States join through tripartite MoUs with the Commission and Karmayogi Bharat, signed with 30 States and UTs by August 2026. From the reporting year 2025-26, all Central Government employees and All India Services officers must complete prescribed iGOT courses every year, and these are recorded in their Annual Performance Appraisal Reports.

The Government has said the next phase will deepen role-based competency frameworks, expand multilingual content and strengthen role-specific capacity building plans. Of the more than 5,600 courses on the platform in August 2026, 1,433 were available in Hindi and other Indian languages, and 218 covered artificial intelligence and emerging technologies. Implementation is monitored by a Cabinet Secretariat Coordination Unit chaired by the Cabinet Secretary and a Steering Committee chaired by the Secretary (Personnel), and a third-party evaluation and impact assessment of the programme has been carried out. The course catalogue grew from more than 1,500 courses (December 2024) to more than 5,600 (August 2026).
